A Community Tolerance Level, or CTL, quantifies the community-specific, non-acoustic factors which, in the aggregate, account for much of the characteristic variability of social survey findings on transportation noise-induced annoyance. The CTL approach to understanding community reaction to transportation noise provides a framework for investigating the roles played by many situational factors that influence community reaction to road, rail, and aircraft noise exposure. In principle, such analyses can support more useful environmental impact disclosure practices; provide helpful insights that can inform policy decisions about the nature and significance of noise impacts; and help to establish the geographic extent of noise mitigation projects. In practice, more detailed quantitative information will be needed about non-acoustic factors to support conclusive studies.
