Test-bed is a powerful tool for powertrain integration and control strategy development of hybrid electric vehicle (HEV). This paper focuses on developing a test-bed controller, which includes seven work modes, among them N/$lpha$ and RG/v is studied deeply. To expand the torque-speed range of one motor, dual-motor is adopted as the load system of the test-bed and its torque distribution algorithm was developed. Road load simulation (RLS) algorithm was developed to meet the test requirement of RG/v mode and penalty function was added to improve test accuracy. PCI extensions for instrumentation (PXI) developed by National Instruments was chosen as controller hardware and appropriate boards were selected according to the actual needs. Eventually, the developed controller was tested on the test-bed and test results showed that the controller could respond command accurately, and meet the steady testing and dynamic testing requirements well.
