This paper proposes a two-layer optimization model to optimize the demand response between grid companies and urban users, which is used for the grid company to realize its expected demand response load with the minimum cost and meanwhile make sure the user to achieve the maximum economic compensation. Particularly, in this model, the urban users participating in the response are divided into two categories, i.e., the resident users and the large users, where resident users and large users respectively participate in demand response through self-quoting and signing contracts. With the model, the power grid company iteratively adjusts the electricity price, leading to the dynamic change of the proportion of resident users participating in the procedure of demand response. When the demand response cost achieves the minimal value, the final optimal price is determined. In this way, the benefits of both grid and residential users are balanced and their demands are satisfied.
