The key idea of this paper is the usage of HO (Handover) control messages to decrease connection drop in accordance. Besides it includes extending vertical handover cross-layer schemes with context-awareness. It integrates a set of QoS-based decision-making modules to provide the ability for upper Layers to adapt dynamically to changing conditions and optimize the access selection process. Application QoS constraints are jointly integrated into the proposed framework to dynamically adapt to varying channel quality and perform radio resource allocation for multiple users. The current study introduces profile based decision algorithm based on analytic hierarchy process (AHP) to mitigate unnecessary retransmissions within delay constraints. Numerical results highlight enhancements brought by the capability of the IS to support dynamic information. Evaluation results demonstrate achieved improvements over reference schemes.
