H-shaped patches with different sizes are used to design the gradient index surfaces for changing the phase of reflected wave along the surface, so the reflected wave from the surface can be distributed in a wide angular range, as a result, the backward radar cross section (RCS) can be reduced significantly. The whole surfaces are divided into several sections, and wave numbers in different sections are different, so that the incident wave can be reflected into different directions in the far region. The gradient index surfaces are simulated by HFSS. Comparing with the perfect electronic conducting plate (PEC) with the same size, the backward RCS of the gradient index surfaces can be reduced as large as 12 dB.
