In view of at the characteristics of electricity consumption of small and medium-sized enterprises in our country, according to relevant standards and norms and their actual maneuverability, a set of three-level energy efficiency evaluation index system for industrial enterprises is established respectively from the aspects of technical energy efficiency, economic efficiency and management energy efficiency, and details the design principles, construction ideas and formation process of power efficiency evaluation index system for industrial enterprises. A comprehensive hierarchical energy efficiency evaluation model is established for energy efficiency index system, this model combines subjective and objective evaluation information and adopts analytic hierarchy process and entropy method to overcome effectively the problem that AHP relies too much on the subjective experience of decision makers. Finally, the author uses the actual data of 4 enterprises in a province as an example to verify the rationality and feasibility of the evaluation system and evaluation model.
