Concerning the traffic characteristics of signalized intersections in urban China and the computing method of common efficiency indexes, this paper provides a deep analysis of relationships among different efficiency indexes and a comprehensive evaluation method of signalized intersections. Capacity increases at the sacrifice of delay and queue is used as a constraint condition based on intersection spacing. Combining relatively optimal cycle calculated by the growth rate of delay and capacity and the critical cycle obtained by maximal queue, there is an optimal cycle that meets the road condition. According to the actual signal timing and D-value between growth rate of delay and capacity, the method could evaluate the signal cycle; the larger D-value is, and the lower evaluation level is. The comprehensive evaluation method above can be used not only to estimate the operating condition of the current intersection, but as a basis for practical design of signalized intersections.
