Under the condition of limited urban land resource and road resource, solving parking issues by increasing parking berth simply is not enough. This paper established the curb parking pricing model cooperating with off-street parking fee to formulate a reasonable curb-parking fee by analyzing the situation of curb and off-street parking lots in Cade business district. It then described the variation of parking utilization rate and parkers' choice behavior. At the first stage of this model, the unified off-street parking fee is available from the design utilization rate of 70%, 80%, and 90%, respectively. At the second stage, the adjusted curb-parking fee is obtained according to off-street parking fee from the last stage. Compared with the current parking fee standard, the utilization rate of curb parking berth increases 15.57%, and the total revenue of curb parking add 34.04%, under the new parking fee in Cade business district.
