Assigning a shipping container and its explosive contents to the proper Division in Hazard Class 1 (HD) for transportation purposes requires conducting an actual fire test with one or more packages. The procedures for making the assignment are given in Department of Defense Ammunition and Explosives Hazard Classification Procedures, TB 700-2~1 Details for conducting the test are given in External Fires, Munition Test Procedures, STANAG 4240~2. The requirements, while intentionally straightforward, can be difficult to meet in an outdoor setting.
