Multiple attributes decision Making (MADM) is an important method for vertical handover of heterogeneous networks, but its application is limited since it can't adjust the weight of attributes while its environment changes. Aiming at this problem, this paper presents an adaptive vertical handover algorithm based on Fuzzy Analytic Hierarchy Process (FAHP). The algorithm selects best network by cost function. Each attribute has a different weight according to its importance to users. FAHP is used to dynamically adjust the weights of each attribute according to users' preferences and the power state of the mobile terminal, and then the mobile terminal can access to the network best matching users' requirements. A heterogeneous network model of WLAN and LTE is constructed to simulate the algorithm. The simulation results show that this algorithm not only can increase standby time of the mobile terminal, but also can reduce the number of handover. The proposed algorithm is more sensitive to the change of users' preference and environment, and therefore possesses better adaptation compared with the algorithm based on analytic hierarchy process (AHP).
