In the next generation wireless networks, various radio access technologies will coexist through multinode receivers and antennas, in which Quality of Service (QoS) and user experience are the utmost priorities. A scheme called Joint Call Admission Control (JCAC) plays an important role in making a decision that, whether a coming call request should be accepted or not, depending upon the factors like, QoS, user experience, cost minimization, etc. Also, if it is accepted then, which Radio Access Technologies (RAT) interface should be selected to establish the connection? In this paper, a JCAC scheme is proposed for inter-RAT interface based on network load and QoS. Framework of Generalized Stochastic Petri Nets (GSPN) is used to formulate the performance model of the proposed JCAC and various performance measures are analyzed.
