Designing Nuclear Security Insider Threat Table-Top Exercise to Assess Hypothetical Hospital Physical Protection System

Department of Nuclear Engineering and Engineering Physics Universitas Gadjah Mada have been promoting nuclear security education for years. Institute of Nuclear Materials Management Universitas Gadjah Mada Student Chapter (INMM UGM SC) has actively taken part in this effort. One of the conducted activities is designing INMM UGM SC nuclear security insider threat table-top exercise. INMM UGM SC has developed, conducted, and evaluated table-top exercise in partnership with nuclear security experts from Oak Ridge National Laboratory. Table-top exercise (TTX) is a facilitated group exercise to evaluate qualitative effectiveness of a system for some series of scenarios. This is a tool that can be used to aid the participants in learning how an effective nuclear security culture works through simulation and discussion. Hypothetical hospital and its radiotherapy facility were used in this table-top exercise. Hypothetical hospital was used because the participants and the students were more familiar with the physical protection system in a hospital, particularly in the radiotherapy facility. This TTX is designed to have better understanding of the physical protection, personnel management, and risk management in a hospital. The outcome of this table-top exercise is an assessment of potential vulnerability and range of possible insider threat and methods for better insider actions prevention and detection. This table-top exercise hopefully may be used for educational purpose in Nuclear Engineering study program, Universitas Gadjah Mada. This paper summarizes lessons learned from developing, designing, and evaluating Nuclear Security Insider Threat Table-Top Exercise in a hypothetical hospital.
