This paper proposes a target detecting method for passive bistatic radar (PBR) using stepped-frequency radar as the transmitter. This method can resolve the energy spreading caused by range-Doppler coupling and achieve the integrated energy equal to that of the coherent integration approximately. This paper models the echo signal of the PBR using stepped-frequency radar as the transmitter mathematically and discusses the range-Doppler coupling terms due to the target motion. The principles of the proposed method are then introduced and the flowchart is also given. Finally, simulation experiments are conducted and the results verify the effectiveness of the proposed method. In addition, the effects of the velocity error for the proposed method are also investigated in the presence of noise.
