To alter/manipulate the large-scale structures, dynamic cylindrical element (DCE) was employed to work as an attempt to perturb turbulent boundary layer. Tomographic PIV was utilized to measure the flow fields downstream of the dynamic cylindrical element. Reynolds decomposition was used to analyze the mean flow fields, phased-locked component and turbulent fluctuations. It was indicated that the dynamic cylindrical element performs an intense effect on the turbulent boundary layer, it is interesting that DCE quasi-periodically induces turbulence structures, by presenting that the direction of streamwise swirling motion is closely related to the phase of the dynamic cylinder element.
