In an ultra-dense network, Femtocell Base Station is deployed in large numbers in order to deal with massive amounts of user communication data. How to allocate resources to users efficiently under limited resources is particularly important. We propose a spectrum allocation and separation based hybrid spectrum resource allocation scheme. In this scheme, first the FBS is clustered according to the interference, and the macro base station and the FBS with small interference to it use spectrum sharing to increase the system capacity. The macro base station and the FBS cluster that interferes with it are separated by frequency spectrum, which can effectively avoid cross-layer interference. Finally, according to the optimization objectives and constraints proposed by the scheme, the Lagrangian dual decomposition method is used to solve the FBS cluster, and the optimal spectrum resource allocation result is obtained.
