With increasing frequency, roadway corridor development and improvement projects are being procured through the Design-Build-Finance-Operate (DBFO) Public Private Partnership (P3) model. In these procurement environments the pavement design and engineering requirements change in several significant ways as compared with the traditional Design-Bid-Build (DBB) project delivery. In Western Canada, all DBFO pavement solutions have been in the form of flexible pavements. This paper will examine some of the reasons for this, as compared to other jurisdictions who have favoured rigid pavements. This paper will also illustrate how enhanced pavement data collection and performance modeling is key to optimizing the initial pavement design solutions, and how performance modeling can be adapted for asset management on behalf of the facility operator to optimize maintenance and rehabilitation programs, thereby maximizing profits. This paper also discusses the requirements of pavement design and engineering components through the bid, build, transfer (from Builder to Concessionaire), operations and hand back (to the Owner) and the methodology for arriving at the lowest Net Present Value (NPV) life-cycle cost. It describes how accurately predicting pavement performance can significantly increase the confidence of the Design Build Joint Venture (DBJV) and Concessionaire in the processes, which can make a team more competitive.
