NERC (North America Electric Reliability Corporation) is leading the effort to improve the grid's interconnection frequency response. NERC's efforts are defined in Standard BAL-003 that requires generator governors to participate in frequency control to support the reliable operation of the Bulk Electric System. For power plants, this requires primary frequency control within the generator governor turbine controls and secondary frequency control within the plant control system. NERC's study indicates that a majority of governors report the capability of providing primary frequency response however, nearly half of these unit responses are not in accordance with NERC's desired result. This paper discusses the issues, scope, and design consideration in upgrading the front end controls, boiler controls, and turbine controls to satisfy NERC's desired generator governor frequency responses.
