Real Estate Assessment Method: an Experience in Optimizing its Management

Rural real estate assessment is mainly based on the observation of the characteristics and qualities of the land, its natural resources, available infrastructure such as roads, aqueducts, electricity, etc. To manage rural real state assessment, the Provincia1 of San Luis in Argentina had established, in the past, eighty two geo-economic zones. At that time, the assessment was based on the correspondence between each land lot in the province with one of the eighty two predefined geo-economic zones. The application of this zoning-based method gave raise to several problems since in the same zone could coexisted different land lots with widely different natural resources and available infrastructure, therefore the need to revise and improve the then applied method. In this work we present a new method for real state assessment based on the use of a Geographical Information System (GIS). The proposed method standardizes alphanumeric and geographic data, establishing a relation between each rural property with its natural resources and available infrastructure, so assessment for tax purposes can be done with greater precision, objectivity and ease of information updating to better guarantee fairness in the tax load for each property.
