Gaps in Local eGovernment Research: An Ontological Analysis

We present a simple ontology of local eGovernment as a systemic and systematic framework to map its states-of-the-research and -practice, and to analyze the gaps within research and with practice. We map all the journal articles indexed in Scopus on the topic in 2013 and 2014 onto the ontology. The mapping highlights the Tjright', light', and T)lind/blank' spots in the research at the level of the monads and dyads of the ontology. The research published in the two years has been selective and not systemic. We compare the state-of-the-practice from a stratified sample of Chile's municipalities. The practice in Chile has been selective too. In some areas practice is coincident with research, and in many it is in advance of research. The gap analysis can be used to develop an agenda to bridge the gaps in research and to translate research to practice and practice to research.
