Justification of the relevance of intracity transport processes and the creation of transport infrastructure accelerating the use of new modes of transport. Analyzed of the mathematical methods development for analyzing of traffic flows. The transition from the behavioral principles J. Wardrop to target management processes of mobility, based on the user's targets and targets the urban transport system. Relation to hardware and software for transport planning considered trilinear model EVA. Development of new transport modes accelerating intercity transport processes considered as an example of input ?Primorskaya line? inland waterway passenger transport in St. Petersburg, developed information and logical, modeled and evaluated redistribution of traffic flows in the area of urban transport network. Based on the simulation results are given recommendations on transport services of the area, adjacent to the ?Primorskaya line?.
