The paper focuses on the safety assessments along intersecting routes based on required surveillance performance. Two methods are analyzed and compared in order to determine whether the system is acceptably safe. The methods are defined as the comparison method and the evaluation method. They are applied to evaluate collision risks along intersecting routes when using ADS-B for aircraft surveillance as a replacement for an ATC radar service using the secondary en-route radar. Collision risks are analyzed by the event trees at first and then collision risk modeling is built. At last the evaluation equations are deduced to calculate risks. Because of complicated parameters, this paper details another assessment by using the comparison method. Through comparing the different processes, the paper proposes the advantages and disadvantages of the two methods in assessing the safety performance along intersecting routes and the application conditions of the two methods respectively in the conclusions.
