Given the problems of a legislative, procedural, financial and strategic nature that the application of project financing has encountered in Italy over the last 20 years, a thorough review in this paper is conducted of the prospects offered by this method in the specific case of completing works for primarily social purposes, including educational facilities. Following a comparison with the performance records of other countries in the European Community and in relation to recent legislative initiatives by the Italian Government, it is possible to define the contractual, organisational and operational methods. These methods appear the best suited to attracting the interest of a private investor and to increasing the quality of the projects to be realised, together with all the benefits of the level of educational service provided. The combined experience of the two authors in the fields of academic study and government research has been put to use in realising projects, which are generally considered unattractive by private lenders.
