Swarms of spacecraft are an idea that has been growing in interest in the last few years. This paper studies the cost of maintaining a swarm about the Earth for a long period of time, and gives a methogology to control the swarm that takes into account collision avoidance and confinement of the spacecraft in a sphere centered on a J2-perturbed orbit about the Earth.
