Motor Vehicle Emission Simulator (MOVES) quantifies emission as a function ofvehicle’s modal activities and hence the vehicle operating mode ID distribution is the most vitalinput to running MOVES at project level. Preparation of operating mode ID requires great effort interms of data collection and processing. This study puts effort on developing the operating modeID distributions for both freeway and arterial facilities under different traffic conditions. The dataprocessing for the study was carried out using 50 hours of speed profile data collected using GPSunits from various freeway and arterial road sections of Houston, Texas. To illustrate theapplication of the developed operating mode ID distributions, a case study on a two-route testcorridor was carried out to evaluate the impacts of Advanced Traveler Information Systems (ATIS)on vehicle emissions under incident conditions. The evaluation results demonstrated the benefits ofusing ATIS in terms of total system travel time and total CO_2 emission reductions. This studypresents a framework using which practitioners can assess emission levels for different trafficmanagement and congestion mitigation strategies.
