Development of the state programme 'Space activities of Russia' as the system of measures and tools of Russian state policy in the field of the astronautics

For perfection of process of assign and control of expense of budgetary means guidance of country made decision to create the system that united all basic government spending in every certain field of activities of the state. To that end all meaningful works of country offered to present totality of the state programmes (sliding seat 1), under each of that the system of measures (bound together for tasks, terms of realization and resources) and tools of state policy is understood, providing within the framework of realization key state functions achievement of priorities and aims of state policy in the field of socio-economic development. In addition, the state programmes must become the tools of increase of efficiency of budgetary expenses.
