The Commission for Energy Regulation (CER) instructed both the TSO and DSO in the Republic of Ireland not to offer any additional grid connection agreements during 2004 due to concerns relating to the security of supply implications of significant wind power penetration. This was prompted by a significant increase in numbers of applications for grid and the particular concerns related to maintaining power system stability, security and reliability. CER issued a direction in July 2004 to both system operators to recommence the processing and issuing of connection offers, subject to a number of criteria being fulfilled, including the approval of transmission and distribution grid codes for wind energy. The moratorium remained in place until December 2004 and new connection agreement offers were made in May 2005. This paper investigates the technical issues underpinning this moratorium, monitors progress made since its introduction, suggests alternative technical solutions to the moratorium, and discusses the implications for other EU Member States.
