Asset management methodology for optimization of long term replacement plan for aged facilities

As the growth rate of peak system demand in Kansai’s supplying area has slowed down, construction work oriented to expansion of the power system has considerably decreased. Given this situation, facilities in the power transmission system are likely to be used to the extent of their lifetime. As a result, the amount of aged assets requiring refurbishment grows year by year. Without any attempt to cope with this situation, problems related to skilled workforce, determining the planned outage and capital investment are concerned to arise in the near future. In other words, an optimal plan for feasible replacement work and capital investment over the long-term must be developed in order to deal with the situation.Considering this situation, Kansai has been in the process of introducing an asset management scheme since the year 2000, and has made various revisions to the long-term plan. In addition, an ICT system called MMST (Maintenance Management System on Transmission sector) has been implemented in order to realize efficient workflow when making and revising the plan. A long-term plan for replacement can be easily constructed using this system, despite the massive quantity of power transmission system facilities. Furthermore, Kansai is trying to reduce the average level of capital investment from some aspects, revising the average lifetime of, and cost of replacing, each type of facility, and rationalizing power system structures on replacement. Furthermore, in order not to give a large impact to transmission tariffs in the future, the total result of revised long-term planning for capital investment is also side-checked from the perspective of transmission tariffs. In this paper, we introduce Kansai’s scheme of asset management, and its results.
