In Japan electricity suppliers have recently been paying increasing attention not only to business continuation by strengthening the functions of SCADA systems in the event of a disaster but also to the effective operation of facilities in electric power systems.In light of this background, we modified the regional SCADA system configuration that used to be provided at each control center, and developed an integrated regional SCADA system using a private IP network that can be used as a backup system when the control center suffers from a disturbance.In this system, for backup operations at the time of disturbances and flexibility of the cooperated operation among control centers, a new supervision and control model named “Multi-Access” was developed. Multi-Access involves concepts to provide latitudes to “real-time operational area” on merged database and set monitoring-duty (monitoring power system facilities) or control-execution-permission (execution permission of control for power system facilities) for power facilities in real-time operational area. A number of “real-time operational area” can be defined on merged database. And, by defining real-time operational area corresponding to the operation area of each control center, independence of each real-time operational area is secured for monitoring-duty and control-execution-permission. Therefore, while being an integrated SCADA system, operators can also execute independent system operations from several control centers as before.In addition, by using “Multi-Access”, it is possible to share (manage) monitoring-duty and control-execution-permission of power facilities flexibly among several real-time operational areas. For this reason, system backup operations that are required when a control center has damage caused by a disaster such as the consequence of an earthquake, typhoon and etc can also be performed to respond in a flexible manner. And, it has improved the flexibility of the cooperated operation among control centers in system switching operations, voltage control and etc.Our new system commenced operation in March 2013, and the conventional systems at three control centers have been replaced by September 2013. The existing SCADA systems of all control centers are scheduled to be replaced by December 2014.
