In 2011, the Illinois State Toll Highway Authority (Tollway) set a goal to build a 21st Century Transportation corridor in Northern Illinois along 62 miles of Interstate 90 stretching from O'Hare Airport west to Rockford, Illinois. In addition to the geometric improvements, the Tollway is implementing features in the corridor to help ensure that any emerging technologies will not require massive reconstruction in the coming years. This paper describes how the Tollway proceeded to design and build its "Smart Corridor" in parallel with the evolution of the US DOT Connected Vehicle Program in a manner which emphasized interoperability and avoided any design or construction constraints that would limit the Tollway's ability to rapidly integrate and deploy Connected Vehicle technology after most if not all roadway infrastructure construction has been completed.
