THE NATIONAL HIGHWAY AND TRAFFIC SAFETY ADMINISTRATION PRELIMINARY STATEMENT OF POLICY CONCERNING AUTOMATED VEHICLES: A REVIEW AND ANALYSIS

In May of 2013, the National Highway and Traffic Safety Administration (NHTSA) released a preliminary statement of policy concerning automated vehicles. This paper examines the aspects of the statement intended to provide regulatory advice to state regulators from the perspective of relevant policymakers in the State of Michigan. This paper recommends that Michigan policymakers selectively adopt the advisory components of the NHTSA preliminary statement of policy.
