摘要

Safety, Security, and Safeguards are the most intense and costly aspects of the early stages of planning and execution of a Decommissioning, Dismantlement and Environmental Remediation (DDER) end-of-life project. This type project is required to be performed for Nuclear Power Plants (NPPs) under rigorous regulatory and political scrutiny with additional and more invasive stakeholders than those present for the operating lifetime for large NPPs. This paper will demonstrate how consistent application of certain available techniques focused on the area of safety, security and safeguards should be considered the most promising overall method to achieve near-optimal cost and schedule performance for the project.
