BASIS FOR THE DERIVATION OF THE SAFETY GOALS AND CHALLENGES FOR APPLICATION TO MULTI-UNIT STATIONS

In the last few years, the reference to the safety goals has become recurrent during the public hearings in Canada. The Core Damage Frequency (CDF) and the Large Release Frequency (LRF) are mistakenly considered as being the sole criteria associated with the safety goals and were subsequently interpreted as a fail/pass line. This paper sheds some light on how CDF and LRF fit into the holistic framework of safety goals and discusses the basis for their derivation as surrogate safety goals. Elaboration on the new challenges regarding the integrated risk from multi-unit sites is also discussed.
