The increase in oil spill accidents has made significant impacts on life, property and the environment. Facing ever-increasing risk of disastrous losses, effective emergency response is becoming more and more important. It is extremely onerous and arduous to develop an assessment framework to evaluate the effectiveness of emergency response system (ERS) for oil spill. This paper, therefore, aims to propose a decision-making framework. It uses Failure Mode Effect and Criticality Analysis (FMECA) to evaluate the effectiveness of ERS to make improvements in oil spill emergency management. The proposed framework includes failure modes identification, analysis of their interconnection and interdependency, and evaluation of the effectiveness of ERS for oil spill.
