The Consideration of Humanism and Pragmatism: A '4E' Evaluation Method on Economic Affordable Housing and Case Study in Hangzhou, China

Utilizing variables of economy, efficient, efficiency and equality characteristics.this study develops a "4E" model to assess economic affordable housing, based upon a survey of 768 individuals from 14 residential areas in Hangzhou.The outcomes indicate that, affordable housing helps ease low-income's housing dilemma, whereas the low quality and high quantity as well as layer-differentiation is striking, yet overall performance is feathered by "favorable economy and efficiency, insufficient equality and effectiveness".Inferences can be deduced that, the underlying constraint behind gap between quality and quantity of affordable housing, is discrepancy between humanism and pragmatism.These findings manifest that, the construction and administration of indemnity housing will be optimized by abiding principle of economy, efficiency, effectiveness and equality, and then propel transform from nominal economic affordable housing to humanism sustainable housing.
