Uncertain changes are the principal factors influencing the operation and support of ship-based aircraft. On the basis of analyzing the definition of flexibility and the flexible characteristics in the maintenance support organization, a three-dimensional measurement frame is established. The three dimensionalities, which are responding speed, robust flexibility and adaptable flexibility, are respectively measured by the efficient entropy, quality entropy and changing entropy. And then the comprehensive flexibility measurement method and steps are presented. Lastly, the example studied verifies the feasibility and practicability, and the measurement results of two organizations are evaluated and contrasted. Consequently, the flexibility measurement and optimization of the maintenance support organization can be realized effectively.
