In a cognitive radio network (CRN) of multiple secondary users (SUs) and multiple primary user channels, the protocol of allocating channel resources to SUs and the evaluation of the effectiveness of the protocol are still open issues. In this paper, we developed a novel protocol to allocate channels to SUs and an analytical criterion to evaluate the performance of this protocol. The system settings and environmental parameters, including spectrum sensing errors of SUs, adaptive modulation and coding schemes, and finite SU buffer size, are taken into consideration in our framework. By modeling the behavior of each SU as a discrete-time queue, we obtained a performance evaluation function (PEF) considering the rejected packets, collision packets and error packets. Simulation and numerical results showed that the protocol is better than random allocation in terms of PEF. The impact of different system settings on the optimal protocol settings and the optimal PEF was also investigated.
