Better Project Analysis

摘要

Better project analysis is needed because organizations select and carry out too many unjustified and unsatisfactory projects. Most project analysis is too optimistic because it is biased to support favored projects. Projects are first selected for unacknowledged political reasons and afterward analysis is developed to support the decisions. Better project analysis would be unbiased and independent, open and verifiable. Better project analysis would help produce better project decisions. Since most people and organizations are unavoidably strongly biased in favor of their own projects, better more realistic project analysis may have to be done by independent individuals or specially protected groups.
