STUDY ON RELATIONSHIP BETWEEN COUNTERMEASURES AND PLANNING PROCESS IN CASE OF WATERFRONT REDEVELOPMENT

摘要

Planning body may have the tendency to adopt countermeasures such as construction of infrastructures, introduction of an able execution body, and land use control after making most part of plan including goals. It should be noted that planning body must reconsider plan on the basis of adopted countermeasures, because countermeasures and goals are two sides of the same coin at the stage of execution. Such planning process is shown through the study of the planning of the redevelopment of Minato Mirai 21 area, the largest waterfront redevelopment project in Tokyo Metropolis.
