The Effect of Using Carbon Tax Revenue on Green Technology Innovation: Based on RD Expenditure

Green technology innovation is the essence to achieve green growth. The purpose of this thesis is to estimatecarbon tax revenue and to conduct quantitative analysis for the effect on the number of green technology relatedpatent applications that are the representative index of green technology innovation when the carbon tax revenueis used for R&D expenditure as a method to use it. According to the panel data analysis result using industrialdata, the first element that affects green technology innovation appears to be the level of wage, which is theproxy variable of labor cost. It shows that a higher level of wage can reduce the resources that can be used forgreen technology innovation thus negatively affecting green technology innovation. On the other hand, totalR&D, public sector R&D and private sector R&D were analyzed be correlated with the quantity of greentechnology innovation and the results appeared differently. 1% increase of total R&D expenditure induces0.822~1.035% increase of green technology innovation, 1% increase of public sector R&D expenditure induces1.737%~1,897% increase of green technology innovation and 1% increase of private sector R&D expenditureinduces 0.778~0.991% increase of green technology innovation. Therefore, the effect of public sector R&Dexpenditure on green technology innovation was analyzed to be larger that other sectors. Such result reflects thecharacteristic of green technology as advanced technology and public goods and shows that the government’sdesire for green technology innovation to achieve green growth is important.
