A large number of data in the urban emergency intelligent decision system are null values. The null values made the data processing problem become very difficult. It is difficult to get the accurate result of decision. In this paper, two different binary relations matching null values are proposed, and then the lower approximation and upper approximation of the system based on two binary relations are given. Some characters and proofs of the model are given. An urban emergency intelligent decision system is built on the inconsistent ordered incomplete information system with decision. At last, several examples are given to proof the inconsistent ordered incomplete information system and the theory in this paper.
