In recent years, the extreme climate condition has caused seriousdisasters on coastal areas. The research report of NationalCommunication of the Republic of China, Intergovernmental Panel onClimate Change(IPCC) and United National EnvironmentProgramme(UNEP) indicate that coast and islands will be the affectsserious areas. This study investigated the correlation between disasterssuch as landslides, dust, driftwood and coastal vulnerability factors. Itobtained ten coastal vulnerability assessment factors through thesurvey of domestic experts. Based on the United States GeologicalSurvey USGS coastal vulnerability analysis method, the localizationcoastal vulnerability and risk assessment method was established.From the results, it could find Taiwan coastal high-risk areas, mostlyconcentrated in the southwestern coastal area. The main influencefactors including the type of land use, land subsidence, and coastalerosion factors. Therefore, this study in accordance with the UnitedNations Framework Convention on Climate develops suitableadaptation strategies for high-risk areas.
