The need for high bandwidth applications is growing rapidly. Connected Vehicle Research initiatives are examining technologies that meet Intelligent Transportation System (ITS) requirements and can handle high bandwidth traffic. One such wireless technology is Long Term Evolution (LTE). As a broadband mobile technology, LTE will be able to serve as either a vehicle to infrastructure solution or can also be used as a backhaul solution. This paper focuses on the use of LTE technology in the context of Vehicle to Infrastructure (V2I) communications. In addition to the technology aspects, we also look at some of the high bandwidth ITS applications in a mobility environment which help smooth traffic on the highways, as well as specific requirements in the system design process for such a LTE network which shall support all the ITS applications. Due to the mission-critical nature of the overlaying application, the system design process needs to have a particular focus on the traceability to operational requirements. Model Based Systems Engineering (MBSE) is considered as the state-of-the-art for the design of complex systems. In this article we propose to integrate the design aspects of the LTE network in a model based design approach for ITS applications.
