摘要

Although tolled roads and crossings, road pricing and congestion charging are provided to deliver diverse government and municipality policies - the end user of the tolled facilities is the same. Within the European Union, the adoption of Directive 2004/52/EC and Decision 2009/750/EC for interoperability through the European Electronic Toll Service (EETS) is aimed at providing seamless road travel across the European road network to benefit the end user. This paper considers the merits, risks and issues of providing interoperability for its customers on the UKs first planned Free-Flow toll route, the Humber Bridge. The paper will draw conclusions that could be considered for other tolled facilities in.
