In this paper, a model for link-level frame-error-rate (FER) is proposed. The FER results obtained from CDMA link simulations are first characterized by the raw bit-error-rate (rBER) statistics: the mean and the standard deviation over the power control groups within a voice frame. A FER surface, expressed as a function of the two statistics, is analyzed by finding the linear combination of the mean, the standard deviation, and the variance that gives the least square error from the FER contour. Results show that the FER model provides good accuracy with a low complexity. The FER model can be incorporated into system level simulator as a built-in function, which avoids large FER look-up tables in system simulations and reduces the number of required link simulations.
