The Heterogeneous network was introduced to provide the ability to serve more users in the dense areas especially in the LTE and LTE-A mobile generations. However, this technology has some issues in terms of the inter-cell interference between the neighboring cells which will decrease the performance of the cell-edge users. The Coordinated Multi Points (CoMP) transmission technique is suggested to solve this problem; however, it still has many downsides when scheduling the cell-edge users. In this paper, we proposed a scheme that used the special subframes which are used in the cell range expansion (CRE) in the inter-cell interference coordination (ICIC) in order to schedule the edge users and give them higher priority in the queue to be served first. Moreover, the CoMP mode will be selected depending on the SINR threshold value. The results show that the cell-edge users will get better performance when applying the scheme and the whole network throughput will be improved if the number of the cell-edge users is less than 50% of the total number of connected users in the network.
