PETRONAS, the national oil company of Malaysia was formed in 1974. Since then, it hastransformed into a fully integrated multi-national Oil and Gas company which is operating inmore than 30 countries.A structured HSE Management System (HSEMS) had been established and implemented acrossthe Group in 1999. In 2006, PETRONAS has enhanced its HSEMS through integration ofprocess Safety Management (PSM) requirements with greater focus given on process HazardsAnalysis, Management of Change, process Safety Information, Operating Procedures, Pre-Activity Safety Review, Mechanical Integrity, Design Integrity and Proprietary & LicensedTechnology Assessment. The implementation progress on above are measured and regularlyreported to the Management.Although systems and procedures on the PSM elements have been established and implementedas reported in the PSM audits and self-assessments, there are still concerns on the effectivenesse.g. the audits scoring are not consistent with findings from HSEMS assurances and relatedassessments such as the Integrated Plant Operations Capability System (iPocS) assessment.Efforts have been put in place to improve and standardize the assessment criteria used in thevarious assessments. This will ensure that process safety requirements are adequatelyaddressed and the assessment rating and progress reporting reflect the actual implementationat sites.To further enhance the HSEMS and ensure effectiveness, key expectations, roles andresponsibilities with regards to the specific process safety elements are prescribed in the form ofMandatory Control Framework (MCF) for implementation by the operating units. Compliance tothe MCF, which was introduced in 2011, are monitored and also subjected to regular audits.
