The main impediment to build the roads in county areas is a lack of capital. The Index System Construction of Preferential Evaluation for Investment and Financing Project on Rural Roads is brought forward for it, which is to make an order of priority for construction projects in accordance with their importance and urgency and offer the decision-making support for the loan of financial institution to build rural roads.
