Since the beginnings of GIS, the focus has been upon ownership parcels and property taxation records. As GIS is called upon to support many more divese activities and functions the future focus must be upon subparcels and occupancies. As utility type applications have helped focus on right-of-ways, easements and 3-D views of the built environment, it is critical that GIS now support a much richer suite of 3-D applications to support coming applications dealing with: 1. More definitive business records and entities 2. Emergency management and Next Generation 911 functions 3. Fiscal applications like geographic auditing and advanced revenue collection 4. More complex valuation models dealing with more varied income and revenue streams 5. An ability to share data for more complex code enforcement applications dealing with zoning, building, health, public works and housing codes 6. The need to support more people, household specific/business specific data and application requirements. This description will develop the rationale for the need for more 3-D/subparcel/occupancy data structures with some specific approaches for migrating current datasets.
