Tokyo Electric Power Company (TEPCO) experienced a severe contingency in 2006; a double circuitfault on 275kV transmission lines caused by a physical contact with a crane ship, isolating the systemsupplied by the transmission line. The isolated system once succeeded in maintaining the islandedcondition by a special protection system, but failed later on due to the generation trip in a thermalpower station, resulting in the wide range power failure in the Tokyo Metropolitan area. In such a case,more advanced techniques and skills are necessary to take prompt and precise actions, such as earlyrestoration from power outages, or maintenance of the power system stability.In order to acquire these high level techniques and skills, TEPCO has successfully developed a highfunctionaltraining simulator of its own that can perform simultaneous and real-time simulation of thewhole system, and set up two training rooms for the purpose of providing the repeated trainingmentioned below.a. To assess the conditions accurately such as frequency and voltage of the islanded system, and totake immediate and precise actions.b. To improve operators’ adaptive abilities against complicated contingencies or wide areadisasters.c. To link the achievements gained in the training with daily activities, for this, the system modelused in the Local Load Dispatching Offices (Local LDOs) training is changed from a standardsystem to a real system model.The new training system is contributing largely to improving operators' skills and techniques byenabling to instruct the LDOs to grasp the system conditions accurately, take precise emergencyactions, coordinate with other LDOs, and obtain flexibility to make restoration plans except standardprocedures, so that LDOs actually can restore the system in various demand and various systemconditions. We think that the LDOs could take prompt and precise emergency actions at the Great EastJapan Earthquake occurred on March 11, 2011, which is one of the achievements of introducing thenew training system
