OIL SHALE PERMITTING AND DEVELOPMENT ON STATE AND PRIVATE LANDS IN UTAH

Constraints imposed by the U.S. Department of the Interior on commercial leasing of oil shale resources on federal lands has pushed development to state and private lands in Utah. While there is no commercial oil shale leasing on federal lands, at least one oil shale development, Red Leaf Resources, Inc, has received permits for and has initiated activities under Early Production Stage operations, leading to commercial development. This presentation outlines the steps Utah developers have taken to obtain, defend and maintain permit for their operations in Uintah County, Utah.
